The program will follow the tradition of the first three IOJT conferences and will bring together judges and judicial educators from around the world to explore strategies for developing and implementing effective training programs for the judicial branch. 

In 2004, the IOJT held its conference in Ottawa. Over 300 participants from more than 90 different countries gathered to discuss a broad range of topics, including the challenges of establishing a judicial training center, best practices for curriculum development, distance education, and the role of social context education.

In 2007, the IOJT held its conference in Barcelona. The program focused on two primary themes: skills training and judicial ethics, opening with a panel of chief justices from around the world who discussed the role of judicial education in strengthening judiciaries and reinforcing the rule of law. The conference featured a number of "hands on" sessions demonstrating the value of programs designed to teach judicial skills (such as judgment writing, pretrial proceedings, and credibility assessment) and including suggestions for program planning and implementation.
